The Monitoring & Evaluation (M&E) Officer is responsible for leading the design, coordination, and implementation of monitoring, evaluation, accountability, and learning (MEAL) activities for a specific project implemented by Nonviolent Peaceforce (NP) in Myanmar.
Requirements
- Design, refine, and oversee project-specific M&E frameworks.
- Develop logic models, theories of change, and indicator reference sheets for donor-funded projects.
- Align all M&E plans with Nonviolent Peaceforce’s global MEAL standards and the specific contractual requirements of donors.
- Create harmonized tools and templates to standardize monitoring processes across project locations.
- Regularly review and update M&E frameworks to reflect programmatic changes, emerging priorities, and updated donor guidance.
- Develop clear and detailed data collection protocols and field guides for use by M&E Assistants and project staff.
- Oversee the use of digital data collection tools (e.g., KoboToolbox, CommCare, ODK, salesforce) to improve efficiency and reliability.
- Lead data collection process and address field-level challenges in a timely manner.
- Implement quality assurance measures such as data validation, spot checks, and back-checks.
- Maintain secure and well-organized databases, ensuring version control and data confidentiality are strictly upheld.
- Lead the design and implementation of baseline, midline, and endline studies in alignment with project objectives.
- Develop and pilot survey instruments and appropriate sampling strategies.
- Facilitate qualitative research including focus group discussions, key informant interviews, and participatory tools.
- Synthesize findings into clear, actionable recommendations for program improvement.
- Produce high-quality data analysis and visualizations for inclusion in donor reports, ensuring accuracy and adherence to timelines.
- Contribute to sections on evidence, outcomes, and lessons learned for donor reporting and communication products.
- Facilitate learning processes such as after-action reviews, reflection sessions, and quarterly learning meetings.
- Ensure that learning and evaluation findings are integrated into adaptive project management and future proposals.
- Monitor and ensure compliance with donor M&E requirements, templates, and reporting standards
- Represent M&E functions in project steering committee meetings and donor calls.
- Share M&E findings with local government units, partners, and community stakeholders.
- Participate in sectoral coordination groups and learning networks to keep updated on M&E best practices.
- Strengthen linkages between NP’s M&E work and national-level data systems where applicable.
- Actively work towards the achievement of the goals and mandate of Nonviolent Peaceforce.
- Abide by and work in accordance with Nonviolent Peaceforce values and principles as provided in the Global Employee Handbook and existing policies.
- Perform any other work-related duties and responsibilities that may be assigned by the line manager.
