THIS WORK MATTERS! The Behavioral Health Division (BHD) is seeking an impact-driven leader to serve as our Business Systems Manager. This isn't just a technical role—it is a mission-critical leadership position that ensures our data systems are as resilient and diverse as the communities we serve.
Requirements
- Evolv and Reporting Leadership
- Oversight of team leads, who directly lead the Evolv and Reporting teams
- Lead team of business intelligence workers and project teams to ensure thoughtful, robust and quality solutions are created and supported; project teams will mostly be Health Department employees but may include staff from other county departments or partner agencies, as needed or for consultation
- Mentor a dynamic and high functioning, effective team with demonstrated leadership abilities in the areas of electronic health records, reporting and utilization of data warehouses and data marts created and managed by IT
- Evolv vendor relations; work with IT Senior Business Analyst to manage vendors and ensure compliance with service level agreements
- Manage teamwork assignment and resource leveling across multiple projects and tasks
- Provide direction, leadership, suggestions for team member development and improvement, performance evaluations and as needed - corrective action
- Engage in and promote team training activities, research and study time for general skill improvement
- May provide leadership to other Quality Management units as needed
- Division Strategic Planning
- Work with Behavioral Health programs to understand their business needs and contribute to data-driven strategy development
- Function as Business and Technical Data Steward for BH
- Provide expert guidance and represent the division, department and County in internal and external work groups and committees to present information, partnership opportunities, and public information purposes
- Design, promote best practices, industry standards, and provide insight on business trends and technologies, following supported best practices and processes established with Information Technology teams
- Establish and maintain collaboration with department and county IT, finance, budget, grants and related areas to evaluate and improve the systems needed to integrate financial needs within a BI environment in healthcare
- Facilitate business systems related processes around data quality, data definitions, business rules maintenance, data governance or others as needed, following supported best practices and processes established with Information Technology teams
- Participate in establishing, and documenting business systems development processes and procedures
- Understand and leverage existing business system capabilities and various resources to solve complex problems
- Quality Improvement and Project Management
- Manage and develop the processes and systems to document detailed business needs for business systems projects and tasks including Evolv development, reports, visualizations, data models, data extracts/loads, and business rules
- Work with internal and external partners to translate requirements into technical specifications
- Direct, organize and lead business systems projects in the implementation and use of various analytics tools, vendors, systems and platforms
- Manage directly and through work groups functions and processes to challenge, innovate, lead and drive projects to closure
- Develop project plans with appropriate tasks, resources, milestones, budget and timelines; defining project assignment scope
- Document, communicate and track issues and risks, and appropriate strategies for mitigation
- Throughout the project life cycle, define and conduct phase reviews interfacing with other Behavioral Health leaders, IT and vendors
