Business Analyst or Senior Business Analyst

Role Overview

As a Business Analyst or Senior Business Analyst, you'll play a key role in the Disability Support Services (DSS) Review Programme Taskforce supporting the redesign of how disability support services are delivered across Aotearoa New Zealand. You'll lead analysis within a complex, high-profile programme with significant business, service design, and technology implications, directly informing future service models and Ministerial decision-making.

What You Will Do

Key responsibilities include: Lead analysis workstreams aligned to DSS programme priorities, Provide quality insights and documentation to support senior and Ministerial decision-making, Identify and document current and future state processes, requirements, and service models, Develop practical solutions that support system transformation, Undertake impact assessments across business, service delivery, and technology domains, Support testing, readiness, and implementation activities, Represent the Ministry in cross-agency forums and contribute to system-wide thinking, Mentor other Business Analysts and support consistency across the programme.

Requirements

• Experience as a Business Analyst / Senior Business Analyst within large, structured programmes—ideally in government or public sector settings
• Proven experience delivering analysis within transformation or service redesign programmes
• Strong ability to scope, prioritise, and deliver complex and interdependent workstreams
• Excellent analytical and critical thinking skills, with the ability to synthesise complex information into clear insights
• Highly developed stakeholder engagement skills, with the ability to influence across business, policy, and technology groups
• Experience working across service delivery, operational, and/or technology environments
• Proficiency with tools such as Visio, PowerPoint, Jira, Confluence, and SharePoint
• Understanding of public sector operating environments and working with Ministers
• Adaptable, resilient, and emotionally intelligent, with a collaborative and inclusive working style
• A strong commitment to improving outcomes for disabled people, whānau, and the disability community

• Salary range: Business Analyst - $79,200 – $95,873, Senior Business Analyst - $103,815 - $125,958
